Brief History
Under the agreement between the Government of the Socialist Republic of Vietnam and the Government of the United States of America, the Consulate General of Vietnam in San Francisco was established on October 31st 1997. Subsequent to the establishment of the Embassy of Vietnam in Washington D.C., the opening of the Consulate General of Vietnam in San Francisco marked a new milestone in the development of the U.S. - Vietnam relations.
The presence of the Consulate General of Vietnam on the West Coast of the United States highlights the significant connections between this region and Vietnam. Being a center of great financial, technological and educational potentials and also the home of large Vietnamese communities, the West Coast of America is developing a friendly relationship and multi-faceted cooperation with Vietnam.
The Consulate General was established mainly to promote the multi-faceted ties between Vietnam and the West Coast of the United States, of which the economic and trade links are of high priority ; to assist Vietnamese residing in the United States to strengthen their relationships with their homeland; and to provide consular services to Americans and Vietnamese residing in the United States.

Functions
In accordance with Vietnamese law, international law and the agreement between the Government of the Socialist Republic of Vietnam and the Government of the United States of America on the establishment of the San Francisco Consulate General of Vietnam and the Hochiminh City Consulate General of the USA, the Consulate General of Vietnam in San Francisco has the following functions:
1. To protect the rights and interests of the State of the Socialist Republic of Vietnam, and its nationals, both individuals and bodies corporate in the consular district;
2. To further the development of commercial, economic, cultural and scientific relations between the Socialist Republic of Vietnam and the United States of America and to promote friendly relations between them in the consular district, specifically:

By providing information on the policies and regulations of the Vietnamese government concerning business and foreign investment in Vietnam; on the environment and opportunities for doing business and investing in Vietnam;

By assisting enterprises of the two countries to contact one another and to conduct business in each other's country; and
-
By exploring and making recommendations on the potential for exploitation and for cooperation in various fields; facilitating cooperation among Vietnamese and American organizations and enterprises.
3. To facilitate the Vietnamese nationals residing in the consular district to live in harmony with the community and in conformity with the laws of the USA, to maintain their Vietnamese identity, keep close contact with their relatives and home land and make a contribution to national development;
4. To perform other consular functions such as: civil registration (issuing birth certificates, death certification, marriage license...); citizen registration; nationality issues; issuing passports, travel documents and visas for Vietnamese nationals residing in the USA; issuing visas for foreigners wishing to travel to Vietnam; protecting and assisting Vietnamese nationals who are arrested or imprisoned or awaiting custody trials or are detained for any other reason...; acting as the representative for Vietnamese nationals, both individuals and bodies corporate; acting as notary (certifying power of attorneys, wills, single status, translations, and copies of documents...), legalizing documents; transmitting judicial documents or executing letters of commission to take evidence for Vietnamese courts; and performing functions concerning vessels, aircraft and other means of transport.
5. To perform any other functions entrusted by the Minister of Foreign Affairs of the Socialist Republic of Vietnam which are not prohibited by the laws and regulations of the USA, or international laws and practice.
