AUTHENTICATION OF DOCUMENTS

FOR APPLICATION FOR MARRIAGE REGISTRATION IN Vietnam

         A non-Vietnamese citizen, seeking to get married to a Vietnamese national, may submit in person or by mail his/her file of required documents for marriage registration to the Consulate General of Vietnam in San Francisco for authentication before taking them to Vietnam for subsequent procedures.

Documents to be authenticated by the Consulate General:

I.    A Regular Dossier Includes:

  1. Application for Marriage Registration in Vietnam (bilingual form attached).

  2. Affidavit of Single Status (bilingual form attached).

  3. Certificate of No-marriage Records issued by the State (or County) Vital Statistics Office within the last six months certifying that no marriage license or marriage record of the applicant has been found for the period from the beginning of legal age for marriage to date.

  4. Medical Certificate issued by an authorized medical organization confirming that the applicant has no mental illnesses, or has a mental problem but not to the extent of losing consciousness of his/her own actions. 

  5. Photocopy of the photo and signature pages of the Passport.

  6. Bio Info Sheet (bilingual form attached).

 

      NOTE: (a) The above-mentioned documents must be certified by a Notary Public and  the signatures of the Notary Public must be subsequently certified by the State - level Department of the State (or its Office of Authentication) where the applicant lives before the documents are sent to the Consulate  for authentication.  The Consulate can authenticate only the signatures of the State-level Secretary of State. (b) If documents 1, 2,  and 6 are notarized by one Notary Public, they need just one authentication with state seal from the Secretary of State.

 

        The required number of authentications from the Secretary of State with state seal needs to be only equal to the number of Notary Public and Registrar (or Court Clerk) having signed the documents of the dossier.

 

II.  Divorced and Widowed Applicants:  In addition to the 6 above-listed documents,

·        Divorcees are required to submit the Divorce Decree after it has been certified by a Notary Public or a Court Clerk, and subsequently authenticated by the State-level Secretary of State. 

·        Widows are to submit a photocopy of Death Certificate of the previous spouse after it has been certified by a Notary Public or a Registrar, and subsequently authenticated by the State-level Secretary of State.

III. Power of Attorney for Submission of Application: The foreign party can, with a power of attorney (bilingual form attached), entrust his or her fiance(e) to submit the application package. The power of attorney is required to be authenticated by the Consulate after it has been certified by a Notary Public (or a Court Clerk), and authenticated by the State-level Secretary of State.

Mail back:   If the applicant requests the papers to be mailed back, he/she needs to provide a self-addressed postage-paid envelope or add 4US$ for Priority Mail or 17US$ for Express Mail.   

Processing Time:

·        Regular processing requires 5 working days.

·        Rush service requires 2 working days after the date of receipt of the papers.
